Eligible Player: A player that is TYFA-certified, with no holds, properly equipped, and not injured.

Eligible Volunteer: A volunteer that is TYFA-certified, with no holds of any type.

Minimum Eligible Players: Flag is (7) and Tackle is (11). 

1. If a team cannot field the minimum eligible players:

• The team must use available timeouts. They can be used back-to-back.

• If a team did not have timeouts remaining when they dropped below the minimum, the Referees will use (1) Referee timeout and assess a Delay of Game.

• The Grace Period may not be used.

• Once timeouts have been exhausted the game becomes a Forfeit.

2. Referees may prohibit a player's return for safety reasons.

Minimum Eligible Volunteers: For all age brackets the minimum is (1) (Head Coach or Coach) titled volunteer. No others count as the (1) and only volunteer. 

1. For Flag and 7u, if there is only (1) volunteer coach they must move to the sideline as Flag and 7u sidelines cannot be left unattended.

2. If at any time the (1) volunteer coach is ejected or leaves the team may attempt the following:

• The team can use available timeouts. They can be used back-to-back.

• If a team did not have timeouts remaining when they dropped below the minimum, the Referees will use (1) Referee timeout and assess a Delay of Game.

• The Grace Period may not be used.

• Once timeouts have been exhausted and the team has no coaches, the game is Forfeit.
