Eligible Player: A player that is TYFA-certified, with no holds, properly equipped, and not injured.

Eligible Volunteer: A volunteer that is TYFA-certified, with no holds of any type.

Minimum Eligible Players: Flag is 7 and Tackle is 11. 

Minimum Eligible Volunteers:

PLAYER

1. If fewer than the minimum eligible players is observed by the Referees before a play:

• The play shall be allowed to proceed afterwhich the Referees shall stop play to verify the Team's eligibility to continue.

2. If a team cannot field the minimum eligible players:

• The team must use available timeouts. They can be used back-to-back.

• If no timeouts remain, the Referees will use (1) Referee timeout and assess a Delay of Game.

• The Grace Period may not be used.

• Once timeouts have been exhausted the game becomes a Forfeit.

3. Referees may prohibit a player's return for safety reasons.
